El-Aaiun (Occupied Territories), July 23, 2018 (SPS) – The Association for the Protection of Sahrawi Prisoners in Moroccan Prisons has reported that the administration of the local prison Tiflet 2 confiscated the right of the Sahrawi political prisoner, one of Gdeim Izik group, Bashir Khaddah, to treatment when they suddenly canceled his transfer to hospital.

The source indicated that the prison administration deliberately had canceled an appointment with a doctor for examinations at eye level, which was scheduled for Wednesday in the Moroccan city of Lekhmisat. The Sahrawi political prisoner revealed that the prison administration claimed that he had refused to undergo any medical examination inside or outside the prison.

Sahrawi political prisoner, Bashir Khaddah, stressed that the prison administration Tiflet 2, in addition to denying their previous commitments, were again trying to promote false allegations aimed at circumventing his legitimate rights, knowing that since December he had been waiting for an appointment with a doctor and to enjoy his right to treatment and medication. Key player quits dirty Western Sahara phosphate game | Sahara Press Service

One of the most important companies in the controversial phosphate business in Western Sahara is ending its involvement. Innophos Holding’s exit might lead to the US totally terminating its decade-long imports from the occupied territory.

«As part of Innophos’ commitment to overall social responsibility and good corporate stewardship, Innophos will no longer indirectly participate in a raw material supply chain which sources phosphate rock from the Western Sahara region in Africa, an area from which the Company has not directly purchased raw materials for more than three years», Innophos Holdings wrote in a press release on 2 July 2018.

The decision could lead to another massive blow to Moroccan government, in that phosphate rock that it illegally exports from Western Sahara to North America will come to a complete stop.

In its report P for Plunder 2016, published in April 2017, Western Sahara Resource Watch (WSRW) for the first time reported that Innophos most likely is the main client of the only importing factory in the United States of phosphate rock originating from Western Sahara. WSRW drew the conclusion by referring to a pipeline that had been constructed between the factories of the importer PotashCorp (now renamed to Nutrien) in Louisiana and the purchaser Innophos. The pipeline transports phosphate derivatives from the first to the latter.

Shortly after, in its 2016 annual report, Innophos for the first time confirmed that the information was correct:

«We are also subject to risks stemming from local social and political conditions in those jurisdictions where the phosphate rock that supports our operations is sourced. The phosphate rock that it utilized by PCS to supply MGA to our Geismar, Louisiana facility is subject to those social and political conditions in Western Sahara, where PCS sources the phosphate rock, which territory has had a long history of social and political upheaval. If PCS is unable to source phosphate rock or sufficient amounts of phosphate rock, our MGA supply would be disrupted and our ability to manufacture our products could be materially adversely affected», Innophos wrote last year.

The fact that Innophos is ending its purchases of such rock will have large consequences for the involvement of the one importing into the US: Nutrien. A likely scenario is that Nutrien will end its imports to the US altogether, even though a decision has not yet been announced. Nutrien has twice this year hinted that something like that might happen, in continuation of its decision to also stop importing Western Sahara rock into Canadian from late 2018.

During an investor conference on 25 January 2018, the President and CEO of Nutrien, Mr. Chuck Magro stated that a decision regarding its imports to the US (to the legacy company PotashCorp) will be announced «certainly by the middle of the year».

This promise was repeated by Nutrien in a statement to Business and Human Rights Resource Centre (BHRRC) on 15 June. The new statement says that the decision will be made «before the fall».

The full statement from Nutrien to BHRRC, by the Nutrien representative Richard D. Downey, reads: «Nutrien is a new company as of January this year and the recent merger has created opportunities, particularly for the phosphate business. One of these opportunities is, we will see a significant reduction in our need for offshore imports of phosphate rock. We announced we will be (sic) convert our Redwater phosphate facility to an Ammonium Sulphate facility and will increase production at our existing underutilized facilities in the U.S. which have their own integrated rock supply. As a result, the large majority of our phosphate rock imports from OCP will be eliminated later this year. There is still a small amount of phosphate rock that is required for the Geismer, GA facility. A decision on the need to import rock for this facility is expected after a review of our end product customer needs which is expected to be complete before the fall this year.»

The claim that the imports to Geismar is «small» echoes the comment made by Nutrien’s President and CEO, Mr. Chuck Magro, on 25 January 2018. Mr. Magro had stated the volume of the Geismar imports to constitute «a little bit». However, that is not correct. The imports into the Nutrien (ex-PotashCorp) plant in Geismar has been massive. From WSRW’s daily monitoring of ship traffic, it has been established that the Geismar imports have constituted 2,04 million tonnes from 2012 to 2017, at a value of  250 million USD. All of the proceeds have been ending up in the treasury of the Moroccan government, occupying Western Sahara. The people of Western Sahara have been systematically protesting the trade. The details of each shipment can be found in the WSRW reports P for Plunder for the years 2012-2013, 2014, 2015, 2016, 2017.

A number of international investors have blacklisted Nutrien and its customer Innophos for taking part in the dirty trade, while several of the importers are realising the legal risk involved, following landmark judgements in the Court of Justice of the EU, and the arrest of a phosphate transporting vessel in South Africa in 2017.

«We congratulate Innophos in its important decision to halt the sourcing of conflict minerals in Western Sahara. The people of Western Sahara now anticipates the decision of Nutrien with keen interest. Considering that Nutrien now sees its main or only client in US end, we expect Nutrien to no longer be involved in any sourcing of phosphate rock from Western Sahara from the end of 2018. If the Geismar plant stops its purchases, it would mean that the decades-long imports into the US will have come to a complete stop. This is fantastic news for the Saharawi people», WSRW coordinator Sara Eyckmans said.

Western Sahara Resource Watch sent its latest letters to Nutrien on 21 February 2018 and on 28 May 2018 and to Innophos on 3 March 2017 and 1 March 2018. None of these four letters was responded to.

A Mexican subsidiary of US registered Innophos Holdings was previously an important and long-term direct importer of Western Sahara phosphate rock. But since 2015, WSRW has not observed any shipments to Innophos’ plant in Coatzalcoalcos, Mexico.

The phosphate mine in Western Sahara has been Morocco’s most important source of income since the occupation began, but importers are now shying away. From 2019, New Zealand farmers will be the only clients of the dirty rock, after over a dozen countries have ended the trade, besides a Moroccan owned importing company in India. (SPS)

Tiznit (Morocco), July 21, 2018 (SPS) – Sahrawi political prisoners Omar Al-Agena and Mustapha Burkaa, members of Sahrawi student group Comrades of El-Wali, have entered day 11 of their unlimited hunger strike, with the Tiznit prison administration unwilling to open a serious dialogue to meet their just demands under the minimum rules for the treatment of prisoners and the Moroccan Prison Administration law No. 98_23.

According to a human rights source, the two Sahrawi prisoners suffer of a severe drop in blood pressure and loss of weight due to the health complications of the unlimited hunger strike.

In the same context, the Association for the Protection of Sahrawi Prisoners in the Moroccan prisons received information from the family of Sahrawi political prisoner Abdel-Moulah El-Hafidi, according to which the prison administration of Ludaya has deported their son to the prison of Ait Melloul, Morocco, where he lives in a tragic situation, prompting him to declare an unlimited hunger strike starting as from Monday, 24 July 2018.

It is worth mentioning that a group of Sahrawi political prisoners belonging to the Sahrawi student group have initiated at various times hunger strikes starting from July 11. (SPS)

Le Mans, 21 juil 2018 (SPS) Les petits messagers du peuple sahraoui pour la paix au Sahara occidental sont arrivés à Le Man dans le cadre du programme de ‘vacances en paix’ au profit des enfants sahraouis.

Les enfants sahraouis ont été reçus à l’aéroport d’Orly par des membres du comité de l’Association des amis e la RASD (AARASD) puis conduits à leur lieu de séjour où ils ont été reçu par le maire du Mans, M. Stephane Lefoll, en présence du conseil municipal, des membres de l’AARASD, et des représentants des ONGs activant dans le domaine de l’aide aux réfugiés sahraouis.

Pour la 37ème fois et depuis 1982, la ville du Mans reçoit les petits messagers de la paix au Sahara occidental en provenance de la daira de Haouza, commune sahraouie installée dans les camps de réfugiés sahraouis qui est jumelée au Mans, rappelle-t-on.

Plus d’une centaine d’enfants sahraouis passe cette année ses vacances en France, notamment à Rézé-Saint Nazaire Lanester, Sarthe, Annonay-Nancy, Saint Denis, Bordeaux, Vitry, Ivry et loon Plage. (SPS)

Exploitation illégale des ressources sahraouies: le Front Polisario profondément préoccupé par l’attitude de l’UE | Sahara Press Service

Bir Lahlou (Territoires sahraouis libérés) 21 juil 2018 (SPS) Le Front Polisario a exprimé sa «profonde préoccupation» à l’égard de l’attitude de certains pays de l’Union européenne (UE) qui continuent à recevoir des produits des territoires sahraouis occupés en violation flagrante du droit international humanitaire, a indiqué M’hamed Kheddad, responsable des relations extérieures du secrétariat national du Front Polisario.

Le responsable sahraoui a souligné dans une lettre adressée au ministre allemand des Affaires étrangères que l’UE est devenue «un véritable obstacle aux efforts de paix menés par les Nations Unies» et «prolonge, à travers ces décisions, les souffrances du peuple sahraoui et augmente les tensions ainsi que les menaces sur la sécurité et la stabilité dans la région».

Dans cette lettre, M’hamed Kheddad a exprimé la «préoccupation profonde» du Front Polisario suite aux informations faisant état de la réception imminente en Allemagne d’une cargaison de poisson provenant des territoires occupés du Sahara occidental, et qui devait arriver à bord d’un navire néerlandais, Le Bente, jeudi à Berlin chargé de près de 3000 tonnes de farine de poisson ayant quitté le port de la ville sahraouie occupée Laâyoune.

Il a ajouté que le Front Polisario, représentant légitime et unique du peuple sahraoui, «condamne fermement cette exportation illégale de ressources naturelles des territoires occupés du Sahara occidental et qui avait été effectué, sans consulter le peuple sahraoui».

La Cour de justice de l’Union européenne (CJUE) avait invalidé en 2016 et en 2018 sur les accords commerciaux et de pêche UE-Maroc pour leur inclusion des territoires occupés du Sahara occidental, car ils ne respectaient pas le droit à l’autodétermination du peuple sahraoui comme le stipulent les résolutions des Nations Unies.

Le responsable des relations extérieures du secrétariat national du Front Polisario a soutenu qu’en mars 2018, un navire à destination de la Nouvelle-Zélande chargé d’une importante cargaison de phosphates extraits des territoires sahraouis occupés avait été saisi en Afrique du Sud conformément à une décision de justice, statuant que le peuple sahraoui est le seul propriétaire légitime de cette marchandise.

Partant sur cette base, le Front Polisario considère, selon M’Hamed Kheddad que toute transaction commerciale des ressources naturelles des territoires occupés du Sahara occidental est «une violation flagrante du droit international humanitaire » et que «le Maroc demeure une force d’occupation des territoires sahraouis».

Comptant pleinement sur l’engagement du gouvernement allemand sur la primauté du droit international et des arrêts de la Cour de justice européenne, le responsable sahraoui appelle le ministre allemand a bloqué le déchargement de cette cargaison dans le port de l’Allemagne.

Au sujet de cette cargaison, il y a lieu de rappeler que trois parlementaires européens avaient déjà saisi mercredi dernier, dans une lettre ayant le caractère «urgent», les plus hautes autorités de l’Union européenne dénonçant «une grave violation de la législation de l’UE, de la jurisprudence de la Cour de justice européenne et du droit public international, s’agissant du commerce de produits et biens originaires du Sahara occidental.

Les trois eurodéputés, Barbara Lochbihler, Helga Trüpel et Bodil Valero, s’appuyant sur des sources d’informations crédibles et fiables, avaient fait état dans cette lettre d’un navire battant pavillon néerlandais, transportant des produits provenant des territoires sahraouis occupés, qui était en route vers le port allemand de Brême et devrait arriver le 19 juillet.

Les parlementaires européens avaient exprimés leurs «préoccupations» à l’égard de cette transaction, qui intervient en violation directe des récents arrêts de la CJUE sur de l’accord commercial UE-Maroc du 21 décembre 2016 (C-104/16) et de l’accord de pêche du 27 février 2018 (C-266116), invalidés pour l’inclusion des territoires sahraouis occupés.

Les élus du parlement européen avaient souligné «que toute importation dans l’UE à partir des territoires sahraouis occupés n’a actuellement aucune base légale dans le cadre des accords bilatéraux UE-Maroc».

Dans ce sillage, l’association sahraouie de contrôle et protection des richesses naturelles sahraouies a confirmé ce samedi que des navires étrangers continuent de piller la richesse des territoires sahraouis occupés, avertissement que toute activité étrangère à l’intérieur des territoires du Sahara occidental est «un soutien à l’occupation et une prolongation de la souffrance du peuple sahraoui».

Dans une déclaration écrite, l’association sahraouie appelle l’ONU et le Conseil de sécurité à agir pour arrêter ce saignement des richesses du peuple sahraoui en établissant un mécanisme international qui protège les richesses sahraouies de tout pillage et exploitation illégale. (SPS)
