Shahid Al-Hafed, August 11, 2023, (SPS)- The member of the National Secretariat, Minister of Water and Environment, Mr. Adda Brahim Ahmeim, received the African delegation led by Ambassador Mahlaba Almon Mamba, Permanent Representative of the Kingdom of Eswatini to the African Union and Chair of the PRC Sub-committee of Refugees, Returnees and Internally Displaced Persons (IDPs), accompanied by Senior staff of the Humanitarian Affairs and Health Commission of the African Union.
The meeting falls within the agenda of the visit of the delegation of the African Union Commission to the Sahrawi Republic, to inspect and assess the humanitarian situation of the Sahrawi refugees, in embodiment of the recommendations of the last expanded meeting of the PRC Sub-committee of Refugees, Returnees and Internally Displaced Persons (IDPs), which was held in last March.

During the meeting, the member of the National Secretariat, Minister of Water and Environment, Mr. Adda Brahim Ahmeim, welcomed the African delegation, and briefed them on the work of the ministry and the strategy followed in providing water to citizens and preserving the environment in the Sahrawi refugee camps, stressing the importance of the visit to learn closely about the role of the Sahrawi institutions in providing the necessary services and the reality of the Sahrawi refugees and their steadfastness until they gain their right to freedom and independence.
For his part, the head of the African delegation expressed his admiration and satisfaction with the level of services provided to the Sahrawi refugees, stressing that the visit comes within the framework of assessing the reality and challenges faced by the Sahrawi state institutions and working to help overcome them. He also considered it as a valuable opportunity to learn and benefit from the Sahrawi experiences in various fields.

Shahid Al-Hafed , August 11, 2023 (SPS) – The President of the Republic, Secretary General of the Polisario Front, Mr. Brahim Ghali, issued a presidential decree in which he appointed the President and members of the Constitutional Council, according to a statement by the Presidency of the Republic.
“Based on the powers conferred upon him by the Constitution, especially Articles 59 and 139, Mr. Brahim Ghali, President of the Republic and Secretary General of the Front, issued a presidential decree, according to which the President and members of the Constitutional Council were appointed” said the statement.

La flota de buques pesqueros española y comunitaria sigue expulsada de los prolíficos bancos del Sáhara Occidental. La renovación del protocolo del Acuerdo de Pesca de la Unión Europea (UE) con Marruecos está paralizada, pendiente de la sentencia del Tribunal de Justicia de la Unión Europea (TJUE) por no consultar con la población saharaui ni su representante legal, el Frente Polisario, el uso de los caladeros. Pese a ello, Madrid y Rabat han establecido contactos para tratar de solventar la situación.
«España y Marruecos están negociando, aunque todavía no se sabe mucho. En todo caso, parece difícil que permitan a los pescadores españoles faenar en la costa del Sáhara Occidental», asegura una fuente conocedora de estos contactos a EL ESPAÑOL-Invertia.
Por su parte, en el Frente Polisario dudan de que Marruecos acepte un protocolo para pescadores españoles o europeos donde sólo se abarquen las aguas marroquíes. «Marruecos estará presionando, pero aceptar que las aguas del Sáhara Occidental no estén sería un golpe político enorme«, explica una fuente saharaui que prefiere mantener el anonimato.
«[Luis] Planas [ministro de Agricultura y Pesca en funciones] está apretando y buscando el camino. Creo que lo conseguirá porque tiene intereses. Se saltarán algunas normas, como que los barcos en vez de ser españoles sean marroquíes», mantiene la misma fuente consultada en el lado marroquí.
Hasta el momento, y a la espera del dictamen de la justicia europea, las negociaciones entre Marruecos y UE para buscar una alternativa al protocolo del acuerdo de pesca no han tenido resultado alguno. Por ello, el 17 de julio expiró y se tuvo que suspender la actividad pesquera en aguas saharauis. Eso afecta sobre todo a los buques españoles, que son la mayoría.
Mientras llega la sentencia de Luxemburgo, esta restricción se podría salvar con acuerdos empresariales bilaterales. «Se ha puesto en contacto a empresarios de las cofradías españoles con grandes compañías que llevan la industria de la pesca para que firmen contratos, de tal manera que puedan garantizar su seguridad jurídica. Lo que permitiría, incluso, faenar a más pescadores en el Sáhara Occidental», explica la fuente citada.
Concretamente, el planteamiento es que los pescadores españoles faenen en los caladeros prohibidos en barcos bajo bandera marroquí.
